The Danish Agency for Governmental Management  (DAGM)streamline internal processes concerning administration of grant-, loan- and security schemes for billions of Danish Kroner (DKK). Together with a LEAN project DAGM has initiated the development of a new system based on standard software for administration of more than 100 public schemes. the goal is to reduce operational costs with 30 percent and reduce case work time. Resultmaker provides the solution with Software Innovation as a subcontractor and Microsoft Services as technology and implementation partner.

30 percent in three years 
The development of the new system called Sigma and the LEAN project will save up to 30 % on operation costs over a period of three years. The reduction will primarily come naturally whith retirement amongst the employees handling the schemes.

Denmark must have one of the most effective public sector administrations in Europe
The Danish Agency for Governmental Management supports and develops efficiency and good financial management within the area of public administration.
It is an ongoing prerequisite for the work of the public sector that the resources used for its administration and management are minimised, so that tasks are taken care of and organised as effectively as they can be, while at the same time facilitating an increase in the level of service.
Together with our customers and our parent institution, the Ministry of Finance, the Danish Agency for Governmental Management will develop and operate concepts for quality and sound financial management in the field of public administration. By doing this we will fulfil the new requirements, and at the same time free up resources for other purposes in the public sector.

The Danish Agency for Governmental Management must and will make a difference so that Denmark continues to have one of the most effective public sector administrations in Europe. We would also like to be judged on the extent to which we actually succeed. (from introduction to DAGM’s strategy). 

When it comes to administration of grants the fact is, that there is no best practice. Each sceme has its own process depending on which department is in charge and which systems are involved. The new system contributes to the efficiency improvement by the streamlining of processes, digitalization of manual processes – and in some cases automation - which means that parts of the work simply disappears and it will be possible to let the system make the decisions.
The new administration system is meant to in the first place to be used only by DAGM, but it will be prepared for self service by citizens and businesses.

DAGM will implement new schemes independently
In the first phase of the project the processes and algorithms concerning loans for students and fishery will be implemented –Resultmaker has to ensure that DAGM afterwards easily and efficiently can implement new schemes by themselves.

”It is very important for us, that we can implement new schemes quickly and independently” explains Maria Bjaaland Larsen, office manager at DAGM in an article in computerworld on june 8th.

The goal for DAGM is to accomplish a best practice project, utilizing pulic standards and common public services and existing register data. Its also of great importance for DAGM that the new system is based on standard software.

General platform for case handling processes with or without self service
Anette Vainer, director at Resultmaker looks forward to work with DAGM on the Sigma project. “The project gives us a platform based on standard software, which can form the basis for a number of public schemes in the future, The platform can be used generally for case handling processes with or witout self service. That could be of some interest both nationally and abroad, ” states Anette Vainer.
It is the first time Resultmaker and Software Innovation, who are both partners on Microsoft Citizen Service Platform, joins forces.

Peter Perregaard, CEO at Software Innovation Denmark, sees new and interesting perspectives in the coopration with Resultmaker. “The cooperation gives public authorities a new possibility when they look for a way of digitalizing end-to-end processes – all the way from the citizens submission of some application over the case worker handling the case to filing and journalizing. Besides the cooperation might show to have an international perspective – having customers in the Nordic countries being interested in a combined solution like Sigma.”

Software
Sigma is based on Resultmaker Process Platform and Software Innovation’s 360-platform and SharePoint, BizTalk and Excel Services for Microsoft.
